We went to this beach as I read it was nice and less crowded. You can take your dogs excluding 10 AM - 5 PM I believe. We parked across the street and went from 6 AM to 9 AM. Parking is free until AM then it is $4 an hour depending on where you park. I like to go during the least busy times any rate. Plenty of seashells. Very pretty.

Lovely beach. I visited during the winter time. Mild temperatures and really big, expansive beach great for walking, jogging or running.
